DSPEC has been a proud supporter of the DHS mission since 2013, providing exceptional service to Customs and Border Protection (CBP) and Transportation Security Administration (TSA) and this award solidifies the relationship between DHS and DSPEC, debuting the newly formed partnership with ICE.
DSPEC has continued to successfully expand it's presence in the Law Enforcement and Investigative markets, and this award showcases many exciting firsts. DSPEC will partner with ICE to provide a robust commercial-off-the-shelf (COTS) product that will be used for analyzing risk factors in the hiring process that determines employment with the Federal Government.
DSPEC's PCMS product is currently deployed and operational at the CPB Office of Professional Responsibility (OPR), where DSPEC implemented and maintains an effective, proven, and innovative PCMS solution. The solution was developed for the OPR Credibility Assessment Division (CAD) to automate Polygraph exam data collection, workflow management, analysis, storage, and reporting for 170+ users within OPR; ranging from read-only to administrative users who manage the day-to-day operations of the system.

This award presents an exciting and explosive market potential by introducing DSPEC's new product capabilities. DSPEC's proprietary PCMS, is a web-enabled software suite that aids organizations in managing their investigative case lifecycle from creation to final disposition. Incorporating best practice processes and strong governance, the DSPEC PCMS product increases operational efficiency, ensures compliance with federal investigative and judicial regulations, and gives stakeholders and users, at every level, an intuitive interface that guides them through their portion of the process; while also providing a customized level of security and data visibility.
The need of the PCMS solution stems from Executive Order 13768, which aims to enhance public safety in the interior of the U.S. The ICE PCMS solution will improve ICE's ability to efficiently and effectively collect and review all information to successfully complete the polygraph workflow from beginning to end. It is meant to streamline the process of polygraph assessments for Law Enforcement Officers (LEO), counterintelligence, and specific issue investigations.
Enhancement of data capture, validation, and reporting of statistics related to polygraph assessments will be implemented to fulfill this new requirement. PCMS will be utilized to perform records management functions in direct support of ICE and DHS strategic goals and mission. PCMS will also serve as the repository for all correspondence, documentation, and artifacts related to all polygraph assessments to ensure compliance with Freedom of Information Act (FOIA) requests.
