A graduate of Indiana University Maurer School of Law, Waggoner has served as an adjunct professor at the school, was a Trustee of Eureka College, and is active at First Christian Church, as well as the regional and national church organizations. He is a member of the American Bar Association, American Bar Foundation, The Indiana State Bar Association and Indiana Bar Foundation, and the Indiana Trial Lawyers Association.
