MANILA, Philippines, July 7, 2020 /PRNewswire-PRWeb/ -- While the building and construction industry was one of the hardest-hit by the pandemic, it will recover. Alice Eduardo, the Founder and Chief Executive Officer (CEO) of Sta. Elena Construction and Development Corp., chose not to succumb to the challenges, deciding to resume the operations of her company on June 8.
More than for the construction company itself, continuing where the projects have left off is Alice Eduardo's commitment to its people. They want to provide them with livelihood and sustenance. Giving them a chance to work and recover is a way to dignify the working Filipinos whose spirits rise above the pandemic.
'New normal' at Sta. Elena Construction
Before the resumption of Sta. Elena Construction's operations, however, changes have been implemented consistent with the requirements of the Department Order No. 39, Series of 2020 (DO No. 39) issued by the Department of Public Works and Highways (DPWH). Indeed, the construction giant will have a new normal.
Sta. Elena will be working on its pending construction projects with strict compliance with the Revised Construction Safety Guidelines. Certain workforce-related changes are implemented as part of the return-to-work policies imposed for the entire construction industry in the Philippines.
First, only workers aged between 21 and 59 years old are allowed to work. Nonetheless, if they have preexisting conditions, co-morbidities, and other health risks or if they are living with a person with any of the said, they weren't allowed to report to work.
Second, the workers underwent quarantine for 14 days before deployment to any construction projects and, consequently, rapid testing. Each worker will be retested if the need arises.
Third, Sta. Elena provided employees with the necessary facilities and amenities, including quarters for accommodations. The workers will be housed on the said quarters for the entire duration of the construction project. Additionally, minimum health standards, such as temperature checks, proper hygiene, and physical distancing, are met at the facilities.
Fourth, Sta. Elena complied with the requirement to continuously supply vitamins, particularly Vitamin C, other over-the-counter medicines, and oxygen tanks for emergency purposes. Adequate food, potable drinking water, disinfectants, and hand soaps are also made available for the workers' utility. Also, Sta. Elena has already been distributing long-sleeved shirts and safety goggles to its workers. Still, face masks, face shields, and PPEs are provided to them.
Fifth, Sta. Elena complied with the requirements to disinfect the facilities as well as the project sites. Daily disinfection will be conducted at the facilities. Deployment to the construction sites is clustered to minimize close physical contact with one another.
Finally, Sta. Elena complied with the conduct of proper information dissemination about CoViD-19 construction protocols in addition to the present construction safety practices. A Safety Officer conducted the said awareness training.

Other than the statutory regulations set for by the DPWH, the Department of Trade and Industry (DTI), Department of Health (DOH), the Department of Labor and Employment (DOLE), and the Inter-Agency Task Force (IATF), Sta. Elena also employed specific health parameters beyond the requirements mentioned above.
Every activity is documented, including the temperature checks for all personnel entering the project site as well as materials and equipment delivery and disposal. This is conducted for easier contract tracing should any of the construction workers and back-office personnel developed any symptom. Direct physical contacts will be limited.
