Mr. Borger Gilligan focuses his practice on insurance and securities law. Prior to joining Dickinson Wright, he was Assistant Commissioner – Securities Division for the Tennessee Department of Commerce and Insurance. In this role, he oversaw the registration of broker-dealers, agents, investment advisers, and investment adviser representatives in the state of Tennessee and the sale of all public and private securities offerings in the state. He also investigated complaints to determine whether there had been violations of the Securities Act or the Rules.
Mr. Borger Gilligan is a member of the Tennessee Bar Association and is admitted to practice in front of the Sixth Court of Appeals, the U.S. District Court for the Middle District of Tennessee, the U.S. District Court for the Eastern District of Tennessee, and the U.S. District Court for the Western District of Tennessee. He received his B.A. from Columbia College and his J.D. from DePaul University College of Law.
