WhiteSpace Alliance Appoints Richard Kennedy Director and Regulatory Liaison
CHELMSFORD, Mass. (PRWEB) November 01, 2018 -- The WhiteSpace Alliance (WSA) ®, a global industry organization enabling sharing of underutilized spectrum, today announced the appointment of Richard Kennedy as Director and Regulatory Liaison.
In this position, Mr. Kennedy will develop and coordinate WSA’s activities with international telecommunications regulators and associated government entities around the world. The Alliance is a frequent advisor to these organizations in matters such as technical assessment, policy and regulatory development, and field trials. “Broadband solutions based on shared spectrum technologies such as TV White Space have continued to develop rapidly,” said Dr. Apurva N. Mody, Chairman of WhiteSpace Alliance. “However, clear, commercially viable regulatory frameworks in many countries have been slow to emerge. Rich’s extensive background in wireless communications technology and experience leading international standards development efforts make him an ideal individual to help government regulators take full advantage of these powerful new methods for delivering broadband services.”
Mr. Kennedy has decades of experience leading engineering and regulatory activities for license-exempt communication technologies such as Wi-Fi ®. He is the holder of ten patents covering a range of networking applications, and has held senior management positions at several companies, including Director of Global Spectrum Strategy at Hewlett Packard Enterprise. Mr. Kennedy has also played a leadership role in development of technical specifications and regulatory compliance for global industry standards organizations. As a Senior Member of IEEE, Rich served as Chair of the 802.11 Regulatory Standing Committee, and the 802.18 Radio Regulatory Technical Advisory Group. Mr. Kennedy also chaired the 802.11 Task Group AF which developed the radio local area network (RLAN) version of TV White Space standards, and is the former Spectrum and Regulatory Chair of the Wi-Fi Alliance ®. Rich is currently President of Unlicensed Spectrum Advocates, an engineering and regulatory consulting company for next generation shared spectrum technologies.
Shared spectrum solutions such as TV White Space are particularly well suited to delivering broadband services to underserved populations in rural and remote areas. The technology uses available TV band spectrum to deliver fixed wireless broadband services at distances up to 30 km. The powerful propagation characteristics of TV band broadcast signals make them ideal for providing middle- and last-mile connectivity where wired infrastructure is not cost effective to deploy, and vegetation makes traditional line-of-sight wireless solutions unreliable. TV white space can support a range of current and emerging infrastructure applications, from commercial enterprises to education and government services.
WhiteSpace Alliance, developer of Wi-FAR™ and WSAConnect™ interoperability specifications, has a following of more than 200 major commercial, academic, government and regulatory organizations around the world. WSA member organizations benefit from access to technical specifications that decrease development costs; expanded access to global markets, regulators and government agencies; and ongoing marketing support at no additional cost. Consumers benefit from a multi-vendor, interoperable ecosystem that brings down the overall cost of broadband access.
