Mr. Boisture is a partner in the firm’s Government Consulting and Valuation Advisory Services (GoVal) group. Mr. Boisture has performed or assisted in the preparation of market analyses, feasibility studies, rent comparability studies and appraisals for a variety of residential and commercial property types, including office, retail, industrial and a variety of special uses. He has also prepared valuations for solar panels, wind turbines and other renewable energy installations in connection with financing and structuring analyses performed by various clients. Additionally, he has assisted in the analysis of investment tax credit financial structures. Mr. Boisture has a bachelor’s degree from Frostburg State University and a master’s degree in public administration from Ohio University. Additionally, Mr. Boisture is an accredited member of the American Society of Appraisers and a LEED Green Associate.
Mr. Durden has extensive experience providing financial consulting and structuring advice to developers of renewable energy projects with a focus on forecast modeling, as well as significant experience in research and consulting for historic tax credit (HTC) developments. He also provides real estate partnership audit, tax and consulting services and has worked extensively with equity sponsors, specializing in low-income housing tax credits (LIHTCs). Mr. Durden is also a regular contributor to the Novogradac Journal of Tax Credits and a presenter at the firm’s renewable energy finance conferences. He received a bachelor’s degree in business administration with a concentration in accounting from the University of Memphis and is licensed as a certified public accountant in Georgia.
Ms. French specializes in affordable housing and provides audit, tax and consulting services for affordable housing owners and developers. She has extensive experience in the LIHTC and tax-exempt bond financed transactions, including those subject to the auditing requirements of the U.S. Department of Housing and Urban Development (HUD). Her consulting experience includes the preparation of LIHTC cost certifications, as well as mortgagers and contractors cost certifications for HUD. She received a bachelor’s degree in business administration with a concentration in accounting from Texas State University and is licensed as a certified public accountant in Texas.
Mr. Petrullo works extensively with equity sponsors and specializes in equity fund audit and tax consulting. Mr. Petrullo also has significant experience working with real estate developers, specializing in LIHTC consulting and financial modeling. He has specialized competencies in conducting HUD Multifamily Accelerated Processing and Healthcare Quality Control and Construction Loan Administration reviews, as well as experience with LIHTC property compliance. Mr. Petrullo received his bachelor’s degree in business administration with a concentration in management and quantitative analysis from Mount Union College. He is licensed in Ohio as a certified public accountant.
